Senate Bill (SB) 1098: LOSSAN Rail Corridor Revitalization

Overview

In September 2024, Governor Newsom signed SB 1098 (Chapter 777, Statutes of 2024) which requires the California State Transportation Agency (CalSTA) to provide guidance and recommendations to, and coordination between, stakeholders as necessary to ensure the performance of the LOSSAN Rail Corridor. This includes convening a LOSSAN Working Group (WG), with the WG required to submit consensus recommendations and feedback in a report to the Legislature on or before February 1, 2026, on various topics relating to rail service in the LOSSAN Rail Corridor.

The bill also requires CalSTA, with technical and subject matter assistance from the Environmental Protection (EPA) and the Natural Resources Agency (CNRA), to submit a report to the Legislature regarding the LOSSAN Rail Corridor that includes specified information no later than 2 years after an appropriation is made by the Legislature.

SB 1098 also requires the Secretary of Transportation, in coordination with stakeholders responsible for operating rail services along the LOSSAN Rail Corridor, to submit a report to the Legislature on the performance of the LOSSAN Rail Corridor no later than 3 years after an appropriation is made by the Legislature for purposes of this performance report and biennially thereafter.

LOSSAN Working Group

SB 1098 required CalSTA to convene a working group to meet on a regular basis and submit consensus recommendations and feedback to the legislature. The working group met on February 19th, 2026, and is expected to meet at least monthly through the Spring to accelerate the delivery of the initial report due to the legislature. Following delivery of the report, the working group is expected to resume a normal cadence of quarterly in-person meetings at various locations along the LOSSAN corridor.
