N'guessan Affi, Freight Policy Manager

N’guessan Affi joined CalSTA as Freight Policy Manager in July 2024. He most recently was Acting Chief of the Freight Program Support Branch at Caltrans, where he has been involved in a variety of roles and projects over the last seven years. He was Freight Data and Modeling Lead where he worked with data experts to inform the California Freight Mobility Plan and the Supply Chain Taskforce. His work also included evaluating applications for the SB1 Cycles Trade Corridor Enhancement Program (TCEP) and the Ports and Freight Infrastructure Program (PFIP).

He worked as Statewide GIS Coordinator where he developed the interactive map for the Clean California Program and assisted the Division of Maintenance and Operations during the pandemic with identification of routes for mobilization of overweight loads. Affi also led Caltrans organizational development of the Transportation Equity Index Tool and served as a Transportation Planner in District 2.

Beyond California state service, Affi has worked at PG&E, in the private sector on GIS and Data Solutions, and as a Transportation and Community Planner for the City of Houston.

Affi received a Bachelor of Business Administration from Ecole Supérieure de Communication et de Gestion, an MBA from Texas Southern University, and a PhD in Urban Planning and Environmental Policy from Texas Southern University. He has certificates in Project Management and Transportation Leadership, Performance, and Planning.
