Karl Kopper, Agency Information Security Officer
Karl was the Chief Information Security Officer (CISO) at Caltrans since 2016 and has been the CalSTA AISO since 2018. He moved fulltime to the AISO role in February 2024. Karl leads the CalSTA cybersecurity advisory services for the Agency. Karl is committed to leading the CalSTA Cybersecurity Office to proactively strengthen cybersecurity defenses by fostering collaborative synergy among departments, facilitating seamless alignment with government strategy, and empowering CalSTA departments to collectively establish a unified and resilient security posture.
For more than 30 years Karl has worked in a variety of IT roles in both public and private institutions and industries including publishing, logistics, natural resources, and finance before coming to transportation in 2016 as the Caltrans Chief Information Security Officer.
Karl earned a bachelor’s degree in Management Information Systems from California State University Sacramento and is the author of a book on system resilience and fault tolerance.
