Anthony Serna, Deputy Secretary for Rail and Transit

Anthony Serna was appointed as Deputy Secretary for Rail and Transit at the California State Transportation Agency in June 2026.

In this role, he serves in a key advisory capacity on rail and transit policy, programs, and major legislative issues. He coordinates Agency efforts to advance the State Rail Plan and oversees policy development across CalSTA’s departments.

Serna previously served as CalSTA’s Senior Advisor for Rail and Transit Policy where he planned and administered the Agency’s rail and transit initiatives. Before joining CalSTA, he spent five years at the California Department of Transportation where he served as a primary liaison to state, federal, and regional rail partners and led megaregional rail planning.

Serna earned a Master of Urban and Regional Planning from San Jose State University and a Bachelor of Arts in Environmental Sustainability and Social Justice from San Francisco State University.
