Giles Giovinazzi, Deputy Secretary for Intergovernmental Affairs

In November 2019, Giles Giovinazzi was appointed Senior Advisor to the California State Transportation Agency and transitioned to Deputy Secretary for Intergovernmental Affairs in 2025.  During his tenure at CalSTA, Giles has carried out a diverse set of high-priority leadership assignments, including: coordinating the State’s advocacy on the federal Infrastructure Investment and Jobs Act (IIJA); coordinating the State’s COVID-19 transportation policy emergency response; standing up CalSTA’s $1.2 billion Port and Freight Infrastructure Program (PFIP); and coordinating international climate and trade delegations and agreements.
 
From 2017 to 2019, Giles served as the Chief of Staff and Federal Transportation Liaison at the California Department of Transportation (Caltrans), where he coordinated the Caltrans Executive Board to develop major departmental policy and provide direction to strategic planning at Caltrans.  He also served as the Federal Transportation Liaison for Caltrans and the California High-Speed Rail Authority (CHSRA) from 2014 to 2017.  
 
Prior to starting state service, Giles spent 15 years in Washington D.C. working on transportation, infrastructure and economic development issues.  From 2002 to 2014, he served as Democratic Staff Director to the U.S. House Transportation & Infrastructure Committee, Aviation Subcommittee.  Giles earned a Bachelor of Arts degree in Political Science from Columbia University and a Juris Doctor from Tulane Law School.  He is a retired U.S. Navy Reserve intelligence officer, and Afghanistan veteran.
