Jessica Chan, Acting Deputy Secretary, Transportation Safety and Enforcement
With over 15 years of public service in California state government, Jessica has built a career at the intersection of technology, administration, and transportation safety.
Jessica has held multiple leadership roles at the California Office of Traffic Safety (OTS), where she played a pivotal role in advancing the department’s mission. As Deputy Director of Administration, she navigated complex federal regulatory changes to strengthen roadway safety initiatives across the state. In 2024, she was appointed Acting Director and the Governor’s Representative for Highway Safety, where she successfully led the department through a critical phase in the grantmaking cycle, maintaining momentum and operational stability. In her tenure as Chief Information Officer, she spearheaded the launch of a paperless grant management system just ahead of the COVID-19 pandemic—ensuring seamless, uninterrupted support for traffic safety programs during a time of unprecedented disruption.
She also served as Chief Technology Officer at the California High-Speed Rail Authority, where she led technology initiatives supporting the development of the nation’s first high-speed rail system.
Jessica holds a Bachelor of Science in Business Administration–Finance from California State University, Sacramento, and a Master of Business Administration from the University of Phoenix.
