Alicia M. B. Fowler, Deputy Secretary and General Counsel In April 2015, Governor Edmund G. Brown Jr. appointed Alicia as Deputy Secretary and General Counsel. In that position, Alicia provides legal counsel and advice on a wide range of issues affecting the Agency and the several departments, authorities, boards, and commissions within the Agency. For most of her career, Alicia has worked at the California Attorney General’s Office, most recently as the Senior Assistant Attorney General of the Employment and Administrative Mandate Section. She also worked for the California Trade and Commerce Agency. Prior to entering public service, Alicia was in private practice at Orrick, Herrington & Sutcliffe in Sacramento. Alicia holds a bachelor’s degree from UC Berkeley and a juris doctor degree from the University of San Francisco. She is admitted to the California State Bar.
