Ann Salisbury, Deputy General Counsel

Ann Salisbury joined the California State Transportation Agency as the Deputy General Counsel in November 2021.  In this role, Ann serves as a key advisor to the CalSTA team on all legal matters related to the Transportation Agency and departments under its jurisdiction and serves as a liaison between the departments and the Governor’s Office.

Ann has over 25 years of law practice experience. Before coming to CalSTA, Ann was a Deputy Attorney IV on the Caltrans Employment Law team, and an Attorney III at the Department of Consumer Affairs, where she served as general counsel to the Board of Registered Nursing.  Prior to state service, Ann worked in the state and federal courts for over 10 years as a research attorney and court administrator.  Experienced in both litigation and public finance, Ann was an attorney Kutak Rock, LLP from 2002 to 2006, Haight, Brown & Bonesteel, LLP from 1998 to 2001, and Oswald & Yap, PC from 1996 to 1998. 

Ann earned a Bachelor of Arts degree in sociology with a concentration in social psychology from the University of California, Santa Cruz, a Juris Doctor degree from the University of San Francisco School of Law, and graduate certificate in judicial administration from California State University, Sacramento.
