Bob Franzoia, Senior Advisor, High-Speed Rail Authority Bob Franzoia has been appointed senior advisor on high speed rail at the State Transportation Agency. Franzoia served as Chief Deputy Appointments Secretary in the Office of the Governor from 2015 to 2017. Franzoia served as a consultant in Senate Office of Research from 2013 to 2014 and was director of bill assignments for the Senate Rules Committee from 2012 to 2013. He served in the Senate Appropriations Committee from 1990 to 2012, including staff director from 2005 to 2012. Franzoia was an associate consultant for the Joint Committee on Prison Construction and Operation from 1989 to 1990 and served as an administrative assistant to State Senator Robert Presley from 1986 to 1989 and to State Senator John Garamendi from 1980 to 1984. He was a legislative analyst at the County Supervisors Association of California from 1985 to 1986. Franzoia earned a Master of Science degree in counseling and experimental psychology from California State University, Chico.
