Governor Edmund G. Brown Jr.
On July 1, 2013, Brian P. Kelly was sworn in as the first secretary of the new California State Transportation Agency (CalSTA), which has replaced the Business, Transportation and Housing Agency (BT&H) with a new agency focused solely on transportation.
In July 2013, Governor Edmund G. Brown Jr. appointed Brian as Undersecretary. Prior to this appointment, Brian served as Deputy Secretary for Transportation at the Business, Transportation and Housing Agency.
Russia was appointed Deputy Secretary for Budget and Finance in December of 2015. Previously, Russia was appointed by Governor Edmund G. Brown, Jr. as the Deputy Secretary for Transportation Safety and Enforcement in September of 2013, after which she served as the acting director to the Office of Traffic Safety.

In November 2013, Governor Edmund G. Brown Jr. appointed Chad as Deputy Secretary for Transportation. Prior to his appointment, Chad served the U.S. Department of Transportation's Federal Railroad Administration as a transportation industry analyst since 2010.
In April 2013, Governor Edmund G. Brown Jr. appointed Carol as Deputy Secretary for Policy Coordination.
Melissa was appointed Deputy Secretary of Communications and Strategic Planning in July 2015.
In April 2015, Governor Edmund G. Brown Jr. appointed Alicia as Deputy Secretary and General Counsel. In that position, Alicia provides legal counsel and advice on a wide range of issues affecting the Agency and the several departments, authorities, boards, and commissions within the Agency.
Augustin provides legal counsel and advice over a wide range of issues affecting the Agency and the several statewide subordinate departments that report directly to the Agency.
Marcie has held various positions in the field of information technology with the State of California for the past 25 years.
In July 2013, Governor Edmund G. Brown Jr. appointed Ronda Paschal as Deputy Secretary, Legislation.
Michael was appointed to his position when the Agency was created in July 2013, and is responsible for establishing and overseeing the implementation of policies related to audits, investigations and performance-based management throughout the Agency.
